Security lighting under the Dark Sky Ordinance
Malibu allows motion-sensor lighting, but it must turn off within 10 minutes. Residential fixtures are limited to 850 lumens and an 18-foot mounting height. Lights must be off by 11 PM or when people are no longer outside. For security, that points toward low, shielded light that a motion sensor brings up when it's needed, not floodlights left on all night.
Keeping the night view
Part of the reason for the ordinance is the dark sky over the ocean and the mountains. Warm white aimed down at decks, steps and entries lights where you walk and keeps glare out of your view and your neighbors'.
